Abstract: After the industrial revolution in the late eighteenth century, massive changes in the social and economic sectors occurred, particularly in cities. These changes have accelerated urban growth by providing more financial resources and opportunities for urban areas than rural areas. As a result, cities have become larger, more populated than rural areas, and urban issues have become more complex and serious.
The city of Sari, since the last decades, has been facing massive migration, uncontrolled land-use change, non-sustainable consumption of farmlands, and sprawling growth. Simultaneously growing the city, the city's issues became more challenging. Methodologically, this thesis benefits from methodological pluralism and seeks to analyze the city of Sari with attention to the defined objectives and questions in chapter one. Methodological pluralism involves employing multiple methods to obtain a value. Therefore, this thesis applied several mathematical models and softwares considering the types of data. Parts of the data were collected from the published data and reports by Iran’s national and regional organizations. Moreover, some of the data that were not available were collected through field works, surveys, and interviews with experts and managers. The results show that the current centralized political structure has made urban management ineffective and reduced public participation in the planning and executing processes. The results of the models for analyzing the urban system in the Mazandaran metropolitan area have shown agglomeration of the population in the urban areas, especially in the big cities, particularly in Sari. The urban system is centralized, and there is an imbalance between the size and rank of cities, especially in big cities. Also, the results of land-use change modeling and working with satellite images have shown that the city of Sari has been faced with massive sprawling growth, particularly during the last decades. Bei der Durchsicht publizierter Nachhaltigkeitsberichte wird deutlich, dass jeder Nachhaltigkeitsbericht einer eigenen Definition von Nachhaltigkeit folgt, scheinbar kein einheitlicher Standard vorliegt und daher auch kein Benchmarking der einzelnen Unternehmen möglich ist. Abstract: „Energieeffizienz in benachteiligten Quartieren“. Der Titel öffnet den Blick auf Quartiere mit problematischen Rahmenbedingungen. Auf benachteiligte Quartiere, die aufgrund ihres hohen energetischen Einsparpotenzials für die Erreichung der übergeordneten Klimaschutzziele von besonderem Interesse sind, in denen oft jedoch aufgrund demografischer, sozialer und ökonomischer Voraussetzungen keine energetischen Sanierungsmaßnahmen im privaten Wohngebäudebestand umgesetzt werden.
Das Forschungsinteresse der Arbeit liegt insbesondere auf den Möglichkeiten der öffentlichen Hand, dieses Potenzial abzurufen, um die Ziele der Energiewende zu erreichen. Dabei sind es gegenwärtig zumeist öffentliche Anreize, finanzielle Förderung, Beratungs- und Informations- sowie Kooperationsangebote, die Eigentümer von Investitionen in die energetische Aufwertung ihrer Gebäude überzeugen und zur Steigerung der Energieeffizienz im Gebäudebestand beitragen sollen. Trotz dieser Anstrengungen konnte die angestrebte Verdoppelung der Sanierungsrate im Bestand bisher allerdings nicht realisiert werden (vgl. dena 2017a).
Dass insbesondere unter stagnierenden und schrumpfenden ökonomischen Rahmenbedingungen häufig schon die notwendige Instandhaltung unterbleibt, zeigt sich bereits im Gebäudebestand vieler Quartiere der Städtebauförderung. Mit geringem Investitionsklima und ohne Veränderungsdruck sind anreizbasierte Aufwertungsstrategien kaum erfolgreich und bergen die Gefahr, dass sich Energieeffizienz zu einem Parameter entwickelt, der die Benachteiligung der Quartiere weiter verstärkt. Es fehlen kooperationsbereite und handlungsfähige Akteure, die sich mittels Anreizen für die Sanierung des Gebäudebestands mobilisieren lassen. Damit steigt die Bedeutung der Kommune als öffentlicher Akteur im Quartier.
Die Arbeit geht der forschungsleitenden Frage nach, wie die Kommune auf der Quartiersebene die Steigerung der Energieeffizienz in benachteiligten Quartieren steuern kann. Wie wird kommunale Governance unter problematischen Rahmenbedingungen handlungsfähig?
Ziel ist es, einen Beitrag zur Handlungsfähigkeit kommunaler Governance bei der Steigerung der Energieeffizienz auf Quartiersebene zu leisten. Die Arbeit gliedert sich in drei empirische Studien. In der ersten Studie werden Quartiersmanager zu den Rahmenbedingungen in benachteiligten Quartieren befragt. Ausgangspunkt ist die Analyse der problematischen Rahmenbedingungen benachteiligter Quartiere und die sich daraus ergebenden Herausforderungen für kommunale Governance bei der Steigerung der Energieeffizienz in benachteiligten Quartieren. Die Studie kommt zu dem Ergebnis, dass anreizbasierte Governance in benachteiligten Quartieren kaum erfolgversprechend ist. Eine mögliche Handlungsoption stellt jedoch das Aufkaufen sanierungsbedürftiger Gebäude dar, um einen direkten Zugriff auf den Gebäudebestand zu bekommen und durch eine Sanierung direkte Impulse für die energetische Quartiersentwicklung zu setzen. Das kann beispielsweise über eine Stadtentwicklungsgesellschaft erfolgen. Als Möglichkeit kommunaler Governance verfügt sie durch die Aspekte unternehmerische Freiheit, leistungsbezogene Vergütung und kaufmännische Prinzipen über weitergehende Handlungsmöglichkeiten als die administrative Verwaltung. Sie steht im Mittelpunkt der zweiten empirischen Studie, die sich mit der Eignung von Stadtentwicklungsgesellschaften als Forschungsobjekt zur Beantwortung der forschungsleitenden Fragestellung befasst. Befragt werden direkt an Stadtentwicklungs-, Sanierungs- und Treuhandgesellschaften beteiligte Personen sowie Experten aus deren Verbänden, der Begleitforschung und der Ebene der ministeri-ellen Fördergeber. Den Kern des Dissertationsprojekts bildet die Fallstudienanalyse dreier Stadtentwicklungsgesellschaften.
Die Fallstudienanalyse betrachtet die Handlungsmöglichkeiten konkreter Stadtentwicklungsgesellschaften für Energieeffizienz unter problematischen Rahmenbedingungen. Als Fallstudien dienen die SEG Gelsenkirchen, die SEG Hamm sowie die STEG Hamburg. Bei allen handelt es sich um Stadtentwicklungsgesellschaften, die mit dem Zweck gegründet wurden, aktiv in den Gebäudebestand benachteiligter Quartiere einzugreifen, um ihn einer Aufwertung zuzuführen. Die Fallstudien variieren dabei in bestimmten Parametern mit Bezug auf ihre Handlungsfähigkeit. Gemeint sind die Einbeziehung unterschiedlicher Gesellschafter, die Art der Geschäftsführung, die Finanzierung etc.
Aus ihren Potenzialen für Energieeffizienz und Stadtentwicklung werden übertragbare Handlungsempfehlungen für die kommunale Praxis abgeleitet. Der Fokus liegt dabei auf der Organisations- und Prozessstruktur zur Steuerung der Energieeffizienz unter problematischen Rahmenbedingungen.
Das Ergebnis sind Empfehlungen für die Organisations- und Prozessstruktur der Stadtentwicklungsgesellschaft als Agent der Energiewende im Quartier. Da sowohl die Rahmenbedingungen im Quartier als auch die strukturellen Voraussetzungen vor Ort im Detail höchst kontextabhängig sind, ist das Produkt ein dynamischer Leitfaden in Form von übertragbaren Handlungsbausteinen und -strategien. Er orientiert sich an Spannungsfeldern, vor denen es die Performance der einzelnen Bausteine in der Anwendung für die Organisations- und Prozessstruktur in der praktischen Anwendung abzuwägen gilt. Sie stellen Handlungsempfehlungen für kommunale Governance im Kontext energieeffizienter und klimagerechter Quartiersentwicklung dar. Adressaten sind vor allem Praktiker, kommunale Vertreter, Kommunalpolitiker, Gemeinderäte und Aufsichtsratsmitglieder sowie die in und mit kommunalen Stadtentwicklungsgesellschaften Tätigen. Abstract: Eine der Methoden, die aktuell in der Stadtentwicklung angewendet wird, ist die kulturelle Erneuerung. Diese soll die Lebensqualität in Städten durch die Entwicklung der individuellen sowie einzigartigen Eigenschaften einen Ortes und seiner Bewohner wiederherstellen und verbessern. Im Irak wurde die Notwendigkeit und Relevanz dieser Entwicklung in der Erhöhung des Lebensstandards sowie der Verbesserung der Umweltbedingungen bisher nicht erkannt. Darüber hinaus belegen vorherige Studien, die sich mit dem lokalen Kontext befassen, dass zahlreiche Stadterneuerungsprojekte den Problemen, wie dem Zerfall der Städte, nicht entgegenwirken und teilweise Konflikte hervorrufen, die besonders den Schutz kulturellen Erbes betreffen. Diese Studie soll einen Beitrag dazu leisten, dem Mangel an gegenwärtigen Praxislösungen entgegenzuwirken und die Qualität von Stadterneuerungsprojekten zu erforschen, indem zunächst ermittelt wird, was ein nachhaltiges Entwicklungsprojekt ausmacht und wie es umgesetzt werden kann. Ein Argument, auf dem diese Studie aufbaut ist, dass Stadtgestaltung in den Prozess der Stadterneuerung integriert ist. Aus diesem Grund wird ermittelt, wie historische Stadtviertel in Stadtzentren entwickelt werden und die Aspekte, in denen Techniken für Stadtgestaltung als Teil der umfangreichen Stadterneuerung genutzt werden, fokussiert. Aus diesem Anlass schlägt die Studie die Einführung eines ganzheitlichen Ansatzes für Stadterneuerung vor, in dem politische Entscheidungsträger das Erbe als Ordnungsprinzip für Stadtentwicklung und Stadtgestaltung anwenden. Diese Forschung strebt die
‚Entwicklung einer Bewertungsmethode für Stadterneuerungsprojekte/-ansätze an, die insbesondere in historischen irakischen Städten, aber auch in irakischen Städten generell, unter Bezugnahme zu dem Aspekt der Stadtgestaltung, Anwendung finden soll‘. ‚Dadurch sollen die Zusammenhänge zwischen den Prinzipien der Stadtgestaltung und den Grundsätzen einer nachhaltigen Entwicklung identifiziert werden‘. ‚Zudem sollen die grundlegenden Faktoren, die einen Beitrag zu nachhaltiger Stadterneuerung leisten, festgelegt werden‘. Daher ist das Hauptziel der Promotion, eine Methode zu entwickeln und abzuleiten, mit Hilfe derer die Nachhaltigkeit von lokalen Stadterneuerungsinitiativen (Projekte/Ansätze), basierend auf der Bewertung von Aspekten der Stadtgestaltung nach festgelegten Bewertungsmaßstäben sowie Indikatoren, messbar gemacht werden kann. Zusätzlich kann dieser Ansatz als ein Rahmen betrachtet werden, der Entscheidungsträgern Hilfestellungen bei der Ermittlung der Nachhaltigkeit laufender Stadterneuerungsprojekte und ebenso im Sinne einer Langzeitüberwachung der Prozesse bietet.
Mittels umfassender Literaturrecherche werden Stadterneuerungspraktiken und die damit verbundenen Probleme klar identifiziert. Das Konzept der Nachhaltigkeit, der Wert der Stadtgestaltung, Designvorschläge, die nachhaltige Entwicklung hervorheben und deren Zusammenhang werden ebenso erklärt. Unter der Verwendung verschiedener Datensammlungen und Erhebungs-/Analysemethoden wie beispielsweise Fragebögen sowie allgemeinen Ansichten von Irakexperten zu dem Status des städtischen Erbes im Irak, können die Bedeutung von Designprinzipien einer nachhaltigen Entwicklung sowie die relevanten Faktoren, die die Widersprüche in ihren Auffassungen erklären, ans Tageslicht gebracht werden. Basierend auf den hervorgehobenen Faktoren werden die Kriterien und Indikatoren der Bewertungsmethode identifiziert und ihr Rahmen festgelegt. Dieser Rahmen wird dazu genutzt, um herauszufinden, welche Bedeutung individuelle Gestaltungskriterien haben und das Gerüst für die Bewertungsmethode zu bilden.
Um die Validität der entwickelten Methode und ihre Effektivität in Bezug auf die Beurteilung der Nachhaltigkeit von nationalen Stadterneuerungsprojekten sicherzustellen, wurde eine Reihe von Indikatoren unter verschiedenen Gestaltungsaspekten entwickelt, um die Leistungsfähigkeit von Stadterneuerungsprojekten auf lokaler Ebene zumessen. Die Indikatoren basieren auf einem detaillierten Evaluierungsprozess mit der Unterstützung von lokalen Experten der Stadtplanung und der Stadtgestaltung, der gezeigt hat, dass die Indikatoren ein effektives und wertvolles Werkezeug bieten, um nachhaltige Stadterneuerungsprojekte im Irak umzusetzen.
Die Forschungsergebnisse werden dazu beitragen, das Verständnis von Stadtplaner und lokalen Akteuren im Hinblick auf die Planung nachhaltiger Stadterneuerungsprojekte und Schaffung einer nachhaltigen Gesellschaft zu stärken. Durch die Verbindung von Nachhaltigkeitskonzepten mit Werten für Stadtgestaltung, werden die Forschungsmethoden und -ergebnisse auch verwandte Akademische Bereiche bereichern. Ergänzend stellt die Studie einen Bewertungsansatz dar, der bereits existierende Ansätze im Kontext städtischen Erbes mit einbezieht, um Entscheidungsträger bei der Planung von Entwicklungskonzepten im Hinblick auf die Bewertung des Resultats zu unterstützen.
Um sicherzustellen, dass die aus der aktuellen Studie abgeleitete Bewertungsmethode theoretisch und auch praktisch anwendbar ist und um zu gewährleisten, dass die Bewertungsmethoden in der Lage sind, die Gestaltqualität sowie das Maß der Nachhaltigkeit von Stadterneuerungsprojekten in der Realität zu messen, fungieren zwei ausgewählte Stadterneuerungsprojekte als Fallbeispiel. Abstract: Little knowledge about urban regeneration in the Middle East has been explored. Showing experiences in the case of Amman would contribute to the theory building of urban regeneration. The following research is an assessment of urban regeneration policies and experiences in Amman’s core in two cases: the Old Downtown, Wast El-Balad, and the “New Downtown”, Abdali. The experiences are critically assessed using both qualitative and quantitative methods. The analysis and review are conducted based on data from onsite, interviews, observations, photographs, official reports and articles. Findings from literature provided a framework of principles of good urban regeneration policies, and organized the research questions and structure. The assessment concerns rationality, impact, effectiveness and the long-term implementation of urban policies. Many proposals and projects for revitalizing Wast El-Balad were completed. Most of the implemented projects were financed by grants. There was no commitment to the proposed urban policies and regulations, thus the Downtown heritage is at risk. Abdali was developed by an organization, most of Phase I is constructed, but Phase II is not. This research examines the role of urban planning, real estate markets and urban regeneration policies in providing the desired outcomes. Urban regeneration was proposed and implemented in the absence of realistic appraisal of the market conditions. Some urban policies of the future plans of Amman would have a bad impact on the city’s development. Although the initial intentions of urban regeneration were economic development, the outcomes end up with physical improvements but put off the key economic drivers, thus, causing the beautification of the container and the loss of the content. Abdali is developed at a central location between “East Amman” and “West Amman”. Abdali’s development would rebalance and relocate the center of gravity of the city towards the core. Abdali has an important influence on re-locating the city center to the core of Amman. There are many challenges facing the success of Abdali and Wast El-Balad. Spatially, Abdali’s development is rational, but the supply of commercial spaces exceeds the local demand. The Abdali trade market is linked to external players, investors and users. Abdali, a new large scale development has a high vacancy rate, requires revitalization! Decisions on the national level to improve the local economy are a productive way to reduce the failure of the real estate market. A lot of work should be done to solve the urban problems of Wast El-Balad. Abdali and Wast El-Balad together would function as two poles tying and binding central Amman. This connection with Shmesani composes the central business district of Amman.Research on urban regeneration about cases in Jordan done in the context of spatial sciences in Germany, combines two different scientific backgrounds and interests. Spatial sciences in Jordan are very recent compared to long traditions in Germany. Under these circumstances, scientific interests in both Jordan and Germany should be considered and respected. German interest may deal with the importance of spatial and urban development in Jordan for global development. Abstract: In response to current globe challenging climate change, intervening in city space to guide human activities to promote a low-carbon development (reducing carbon sources and strengthening carbon sinks) attaches great importance, which is an essential step for supporting final sustainable development. When confronted with environmental problems, river-based regions that own both natural landscape and man-made properties are always treated as typical, preferred planning and action spaces (poineering urbanization areas particularly in China). In a word, river-based regions normally act as intervention instruments to carry intervention actions contributing in solving environmental problems. Taking appropriate practical intervention actions in river-based regions needs pertinent planning approach that serves as the guiding tool and driver behind to support. In this context, this research focuses on the triangulated relation between “low-carbon development”, “river-based regions” and supportive “planning integrated approach”, from theory to practice covering strategic level and operational level of the planning.
This research is organized by three parts. In the first part, it starts with explaining the development course and definitions of three key words, and further establishes general theoretical framework regarding low-carbon development in river-based regions. After that in the coming second part, this research analyses two case studies: a main Chinese case (Haihe riverside region in metropolis Tianjin) and a referenced German case (IBA Emscher Park in the Ruhr area). It dissects issues around the mechanism of planning integrated approach guiding practical actions relative to low-carbon development goals, through applying established theoretical framework. Finally in the third conclusion part, this research proposes recommendations to different actor groups regarding future optimization of Tianjin’s planning mechanism and depicts future development visions.

Abstract: The linkage between spatial planning and disaster management has been ignored in the urban area of Iran longtime. By extending of urbanization and industrialization in Iran, cities are faced problems such as expansion on hazard prone areas. The central issues of this study are to explore the relationship between risk reduction and urban development in both theory and practice, and to emphasize the need for better cooperation between spatial planning and disaster management in rapidly urbanizing regions. The main goal of the study is to examine and develop a spatial planning methodology that is led to promoting the urban resilience. Several research questions concerning the integration of disaster management and spatial planning, and information for planning support, have been examined. Extensive literature review, quantitative and qualitative analysis based on the primary and secondary data collection have been applied to answer these questions.
In the Iranian context, urban planning and disaster management are both undergoing a complex transformation process in concepts, contents, working approaches and institutionalization. The city of Mashhad is the case study. Mashhad urban development process shows that the goals of disaster management in disaster prone areas have not been adequately reflected in the spatial planning system. A multi-disciplinary approach to deal with the conflicts of disaster risk reduction process and land use impacts in the urbanizing areas has not yet been fully developed.
The trend of urban development in Mashhad shows that the size of the urban expansion spatially informal settlements will be larger in the coming decades and the pressure on high risk and disaster prone areas. Several new problems which may emerge on an even larger scale will make the situation more serious and complicated especially when an integrated solution of disaster risk reduction has not been fully realized. Therefore it is urgent to have integrated planning options from the strategic level to the local action level. Growing interest among practitioners and scientists is thus paid to the future development of maturing settlement areas characterized by old housing stock and aging inhabitants. This dissertation analyzes processes of change and adaption of suburban residential areas under the conditions of the maturation process. The analysis aims on contributing to the systemic notion of processes changing maturing systems within their natural lifecycle and its interdependence with deliberate adaption under particular stakeholders’ constellations. On the theoretically conceptual level it seeks to explore the key attributes of the development path for evolutionary lifecycles within the context of resilience, discussing the phenomena of stable maturity and continuous adjustment and on the concept of settlement space.
By deconstructing the lifecycle concept, the book analyzes the canonical view on mature suburbia based in the traditional growth-maturity-decline pattern and introduces a pluralistic concept of path dependent evolution based on a multileveled interdependence between particular levels of space, stakeholders‘ panarchy and adaptive action. On behalf of outcomes based in theory and the results from two empirical studies conducted in German mature suburban residential areas, a concept of multi-leveled ‘systemic space’ as both interpretative and analytic tool for understanding development paths of mature suburban systems is introduced. The results of its application on the case studies show that, especially in terms of homogeneity and diversity, lifecycles of suburban residential areas underlie different conditions for change and adaption during the early and the maturity phases, and defines interpretative frames for conceptualizing both theiretical and research approaches. Abstract: Die städtebauliche Denkmalpflege kann als ein interdisziplinär-integratives Verfahren der Stadtentwicklungsplanung verstanden werden, das durch die Aktivierung des baukulturellen Erbes eine behutsame und denkmalgerechte Weiterentwicklung der Stadt vorantreibt. Sie überbrückt Prozesse des Denkmalschutzes und des Städtebaus und ist somit teilweise in der formellen kommunalen Stadtentwicklungsplanung verankert. Dennoch stützt sich die städtebauliche Denkmalpflege auf ein breites Spektrum öffentlicher sowie nicht öffentlicher Akteure und kommt ebenfalls durch diverse informelle Instrumente zur Geltung. Sie ist damit vom rechtlich-fördertechnischen Arbeitsgebiet städtebaulicher Denkmalschutz abzugrenzen, das Teil der Gesetzgebungshoheit des Staates und der Länder ist. Nichtsdestotrotz ist die städtebauliche Denkmalpflege auch ein Leitbild verschiedener Städtebauförderprogramme.
Diese Dissertation untersucht den Stellenwert der städtebaulichen Denkmalpflege im Rahmen der Bund-Länder-Städtebauförderung in vier ostdeutschen Gründerzeitgebieten. Angesichts der Breite an Fördermöglichkeiten auf Landes-, Bundes- und Europaebene verfügen Kommunen heute über zahlreiche Finanzierungsinstrumente zur Erhaltung und Entwicklung solcher Quartiere. Seit 1991 hat insbesondere das Bund-Länder-Städtebauförderprogramm Städtebaulicher Denkmalschutz die denkmalgerechte Weiterentwicklung historischer Stadtkerne in den östlichen Bundesländern unterstützt. Der Hauptantrieb der vorliegenden Dissertation war die Erweiterung dieses Programms auf die westdeutschen Bundesländer im Jahre 2009 sowie die weiterhin hohe Bedeutung von Gründerzeitgebieten als bundesweiter Fördergegenstand. Solche Gebiete sind zugleich ein geografischer Schwerpunkt des Städtebauförderprogramms Stadtumbau Ost, das auf teilweise entgegengesetzten stadtpolitischen Gedanken beruht. Die Wertschätzung der städtebaulichen Denkmalpflege im Spannungsfeld dieser Förderinstrumente ist deshalb zu ermitteln.
In diesem Sinne versucht die Dissertation, die Bedeutung der städtebaulichen Denkmalpflege in der aktuellen interdisziplinären Diskussion festzustellen und die Anwendung der Methode im Rahmen der oben genannten Förderprogramme zu beleuchten. Um dies zu ermöglichen, präsentiert die Arbeit zuerst eine eigene, auf sekundären sowie empirischen Daten aufbauende Konzeptualisierung der städtebaulichen Denkmalpflege. Im Gegensatz zum Großteil der bestehenden Literatur soll dieses Konzept den Ansatz aus Sicht der Stadtentwicklungsplanung illustrieren. Es werden daraufhin Leitsätze zur Auswertung der empirischen Befunde abgegrenzt. Die Empirie basiert auf Fallstudien von jeweils einem Fördergebiet der beiden Programme in Berlin sowie Leipzig. Die Befunde aus den Fallbeispielgebieten wurden hauptsächlich durch qualitative Interviews mit Fachexperten und Programmverantwortlichen erhoben. In den Mittelpunkt dieser Untersuchung stellt der Autor insbesondere die Übereinstimmung der gebietsbezogenen Programmziele und Fördermaßnahmen mit den Prinzipien der städtebaulichen Denkmalpflege sowie das Bündelungspotenzial der jeweiligen Förderrichtungen.
Anhand der Befunde hebt die Dissertation hervor, welche Bedeutung die städtebauliche Denkmalpflege bei den untersuchten Maßnahmen hatte und inwiefern die Fallbeispielgebiete modellhafte Prozesse zur Förderung dieses Ansatzes nutzten. Die im ersten Teil der Arbeit erstellten Leitsätze der städtebaulichen Denkmalpflege werden dabei zwischen den zwei untersuchten städtischen Kontexten verglichen. Von dieser Abstrahierung werden entsprechende Schlussfolgerungen für das theoretische Verständnis der Städtebaulichen Denkmalpflege sowie praktische Hinweise für die Fortführung der Städtebauförderung abgeleitet.; Urban heritage conservation (German: städtebauliche Denkmalpflege) can be understood as an interdisciplinary, integrative planning process that, by building upon the existing architectural fabric, works towards a diligent and “history-friendly” version of urban development. It bridges the gap between the fields of heritage conservation and urban planning and is thus partially embedded in formal municipal planning practice. However, urban heritage conservation also depends on a wide array of public and private actors and is in part realized through the use of informal instruments. It is therefore to be distinguished from the legal-political area of monument protection, which in Germany is part of the writ of law of the federal and state governments. Despite this, urban heritage conservation serves as a model within multiple urban funding programs.
This doctoral dissertation examines the value of urban heritage conservation within urban funding programs in four eastern German Gründerzeit neighbourhoods (built from 1871 to ca. 1918). Considering the breadth of funding options at state, federal and European level, municipalities now have access to numerous instruments for financing the preservation and further development of such districts. Since 1991, the joint federal-state urban funding program Städtebaulicher Denkmalschutz has been key in supporting the heritage-friendly development of historic town and city centres in the eastern German federal states. The idea for the present dissertation arose from the expansion of this funding program into the western federal states in 2009 and the consistent significance of Gründerzeit neighbourhoods as a nationwide funding area. Such districts are also a geographic focal point of the funding program Stadtumbau Ost, which is partially based on opposing urban political intentions. The valuation of urban heritage conservation in the space occupied by these two funding instruments must therefore be studied.
In this regard, the dissertation attempts to determine the significance of urban heritage conservation within the current interdisciplinary dialectic and to demonstrate its use within the aforementioned funding programs. In order to do so, the work first presents its own conceptualization of urban heritage conservation that builds upon secondary as well as empirical data. In contrast to the existing literature, this definition intends to illustrate the method from the viewpoint of urban planning, and it also generates principles to be used later in the analysis of empirical data. The empirical portion of the work centres upon case studies of one district from each program in both Berlin and Leipzig. Empirical work in these case study districts was primarily conducted through expert interviews of professionals and program administrators. The dissertation gives special focus to the agreement between district-specific goals and projects and the principles of urban heritage conservation, as well as to the compatibility of the various funding programs.
Using the findings from the case studies, the author highlights the significance of urban heritage conservation in the studied areas as well as novel processes that the case study districts applied in order to support this method. The principles of urban heritage conservation generated in the first part of the work are then compared between the two urban contexts under investigation. Abstract: Ägyptische Quartiere des 19. und frühen 20. Jahrhunderts sind von einem hohen historischen Wert, da sie für ihre Entstehungszeit ein neues städtebauliches Modell sowie neue Planungskonzepte und Architekturstile repräsentieren. Sie verfügen damit über einen einzigartigen Charakter und einen hohen Erhaltungswert. Diese Stadtquartiere sind aktuell verschiedenen Arten von Übergriffen ausgesetzt, die einen Druck (P) auf deren Ist-Zustand (S) ausüben. Diese sich auf den Zustand (S) auswirkenden Veränderungen führen zu negativen Auswirkungen (I), die die sozialen, wirtschaftlichen, städtebaulichen, kulturellen und ökonomischen Qualitäten der Quartiere beeinträchtigen. Diese Auswirkungen regen Reaktionen (R) an, die nach Lösungen verlangen.
Ende der 1990er Jahre war in Ägypten ein aktives politisches Interesse spürbar, sich mit den Qualitäten dieser Zeit auseinanderzusetzen, und es wurden Studien über die Quartiere des 19. und frühen 20. Jahrhunderts durchgeführt. Eine dieser Studien betrachtet die Siedlung Heliopolis in Kairo. In dieser Studie wurden Empfehlungen für kulturelle und städtebauliche Aspekte formuliert. Wirtschaftliche, soziale und ökologische Aspekte wurden nicht berücksichtigt, was einen Mangel darstellt. Ein unter den Gesichtspunkten der Nachhaltigkeit formuliertes Konzept sollte diese Aspekte mit einschließen.
Die vorliegende Forschungsarbeit setzt an dieser Erkenntnis an und versucht eine Wissenslücke zu füllen, in dem sie den Ansatz der Nachhaltigkeit in Strategien zur Erhaltung der Quartiere berücksichtigt, Aspekte der Nachhaltigkeit implementiert und dabei die Besonderheiten dieser ägyptischen Quartiere berücksichtigt. Das Rahmenkonzept dieser Forschung verwendet das DPSIR-Rahmen entwickelt von der European Environmental Agency und erweitert ihn zu DPSIR(1,2,3)-SS, um die fragmentierten Probleme innerhalb der gewählten Fallstudie von Heliopolis in ihre verschiedenen Elemente zerlegen zu können.
Die vorliegende Forschung befasst sich mit drei Forschungszielen: der Definition der nachhaltigen Zustandskriterien (SS) in Form eines Katalogs, der Bestimmung des Zustandes (S) sowie auch der Untersuchung der verschiedenen Reaktionen (R) innerhalb der historischen Quartiere. Um dies zu erreichen, wendet die Forschung einen Methoden-Mix an, indem sie quantitative und qualitative Daten für die empirische Fallstudienuntersuchung verwendet. Der Kriterienkatalog des nachhaltigen Zustands (SS) besteht in erster Linie aus Erkenntnissen der Literaturrecherche und umfasst grundlegende Prinzipien der Nachhaltigkeit und Erhaltung von Quartieren. Der Kriterienkatalog dient zudem der Methode des Experteninterviews als Grundlage. Ziel der Experteninterviews anhand eines Fragebogens ist es, Einschätzungen zur Relevanz und Anwendbarkeit der einzelnen Kriterien zu erhalten.
Die Analyse der Interviews ermöglicht die Erstellung eines Katalogs, der Aspekte des nachhaltigen Zustand (SS) aufzeigt, und welcher in einem nächsten Schritt teilweise am Beispiel Heliopolis angewandt wird, um dessen Zustand (S) auszuwerten. Darüber hinaus werden mögliche Interventionsmaßnahmen und Strategien für die Reaktionen (R1,2,3) National Organization for Urban Harmony (NOUH), Heliopolis Heritage Initiative (HHI), und die staatlichen Entscheidungsträgern als Grundlage für Interventionsentscheidungen. Die umfangreiche Analyse hat gezeigt, dass der vorgeschlagene Katalog über einen lokalisierten nachhaltigen Zustand (SS) als ein legitimierter Ansatz von den Experten bewertet wird.
Als Fazit hat die Studie gezeigt, dass die HHI als eine Reaktion (R) eine große Rolle für den Schutz von Heliopolis‘ Quartier und die Verbreitung des Gemeinschaftsbewusstseins spielen kann. Die NOUH ist ein Kern für eine viel stärkere Organisation, die in der Lage sein kann, die Quartiere aufrechtzuerhalten. Weiterhin sind ökologische Aspekte wichtig für die nachhaltige Erhaltung der Denkmalquartiere in Ägypten; jedoch fehlen ausreichende Instrumente und eine politische Bereitschaft für einen umfassenden Schutz und Erhaltung. Der im Rahmen dieser Forschung entwickelte Katalog kann als Leitfaden für die Analyse und Bewertung der historisch bedeutsamen Quartiere dienen. Die befragten Experten zeigten sich in der Bewertung der meisten vorgeschlagenen Kriterien einig, auch wenn ihre Präferenzen variierten. Abstract: In der theoretischen Planungsdiskussion wie in praktischen Konzeptionen und Entwicklungsstrategien von Städten und Regionen ist das Themenfeld ‚Wissen und Raum’ aktuell sehr präsent.
Bildung und Forschung, Innovation und Wissen sind Schlüsselressourcen der ökonomischen und gesellschaftlichen Entwicklung im nationalen wie internationalen Wettbewerb der Städte und Regionen. Bildungseinrichtungen, insbesondere Universitäten und Hochschulen, kommt dabei als ‚Institutionen des Wissens’ eine entscheidende Rolle als Standortfaktor zu. Als Orte informationeller und sozialer Austauschprozesse tragen sie dazu bei, wissensintensive Akteure und Institutionen anzuziehen, vor Ort zu binden und halten die Städte „forever young“ (Spinnen 2011: 139). Kurzum: Universitäten spielen für Städte und Regionen eine herausragende Rolle bei der Bewältigung des Strukturwandels von der Industriegesellschaft zur Wissensgesellschaft.
Bereits eingehend behandelt ist die Gewichtung des Faktors Wissen als strategischer Wettbewerbsfaktor für Unternehmen, Städte und Regionen im nationalen und internationalen Wettbewerb um Hochqualifizierte. Städte agieren zeitgleich als Knotenpunkte und Produktionsstandorte von Wissen und stellen somit privilegierte Orte des Wissensaustausches, der Wissensvermittlung und der Wissensgenerierung dar.
Forschungsmotivation und Ausgangspunkt der Arbeit sind Konzepte und Strategien in der Stadtentwicklung, die die baulich-räumliche Weiterentwicklung von Hochschulstandorten zum Ziel haben. Der identifizierte Forschungsbedarf besteht darin zu überprüfen, welche räumlichen Anforderungen im Zuge der Weiterentwicklung berücksichtigt werden müssen, um die Standorte entsprechend zu qualifizieren. Diese Maßnahmen werden mit den Anforderungen der Wissensgesellschaft begründet, die - so wird vorausgesetzt - damit andere sind als diejenigen Ansprüche, die in den 1960er und 1970er Jahren an die Standorte gestellt wurden. Worauf diese Begründung der Maßnahmen fußt und wie sie sich theoretisch ableiten, bleibt in den Konzepten offen - und identifiziert eine Forschungslücke, derer im Rahmen dieser Arbeit nachgegangen werden soll.
Ziel der Arbeit ist, einen Beitrag zur Ergänzung der Wissensbasis zu leisten, wie Universitätsstandorte der 1960er und 1970er Jahre den Anforderungen der Wissensgesellschaft entsprechend weiterentwickelt werden sollten. Es geht dabei nicht um die Entwicklung praktischer Planungsbausteine, sondern um die Ableitung allgemeiner Erkenntnisse durch die Rückkopplung von Erkenntnissen aus der empirischen Fallstudienuntersuchung mit theoretischen Erkenntnissen sowie der Ableitung daraus resultierenden Handlungsbedarfs.
Untersuchungsgegenstand im Rahmen dieser Arbeit sind Campusuniversitäten der 1960er und 1970er Jahre - ein Universitätstyp, der aufgrund seiner spezifischen baulichen und räumlichen Eigenschaften, aktuellen Modernisierungsbedarfen und seiner peripheren Lage am Stadtrand besondere Problemlagen offenbart.
Als Fallstudien dienen die Universitätsstandorte Bochum, Bielefeld und Siegen. Die Universitäten wurden in den 1960er und 1970er Jahren gegründet und erbaut und besitzen die typischen Eigenschaften von Campusuniversitäten aus dieser Zeit. Um die räumlichen Rahmenbedingungen zu erheben und sie in einem zweiten Schritt den Anforderungen der Wissensgesellschaft gegenüberzustellen, werden Raumanalysen durchgeführt. Zur Emittlung strategischer Komponenten im Sinne einer ‚Wissensbasierten Stadtentwicklung‘ werden Interviews mit Akteuren der Stadt- und Universitätsentwicklung durchgeführt.
Die Erkenntnisse des Quervergleichs der Fallstudien sowie der Synthese mit den theoretischen Erkenntnissen lassen sich Rahmenbedingungen und Spezifika an den Standorten ableiten. Diese geben Aufschluss darüber, wie die Anforderungen der heutigen Wissensgesellschaft an den Standorten erfüllt werden. Abstract: Die Arbeit widmet sich am Beispiel der Seveso-II-Richtlinie der Frage, wie die Umsetzung rechtlicher Anforderungen in der kommunalen Praxis erfolgt und welche Einflussfaktoren dabei auf das Handeln der Planungsverwaltung wirken. Die Seveso-II-Richtlinie formuliert seit 1996 in Artikel 12 Anforderungen an die räumliche Planung, die im Kern auf eine Trennung von Störfallbetrieben und schutzwürdigen Nutzungen abzielen. Die Umsetzung in deutsches Recht erfolgte über den Trennungsgrundsatz in § 50 des Bundesimmissionsschutzgesetzes. Hinsichtlich der konkreten Anforderungen an die Bauleitplanung zeigen sich jedoch immer noch zahlreiche Auslegungsspielräume, die es in der Planungspraxis zu interpretieren gilt. Ziel der Dissertation ist es zu untersuchen, wie diese rechtlichen Anforderungen in der Bauleitplanung konkret umgesetzt werden und wie die bestehenden Auslegungsspielräume in der praktischen Anwendung interpretiert werden. Dabei werden u.a. anhand einer explorativen Untersuchung von sechs Fallstudien die zentralen Einflussfaktoren bei der Anwendung der Seveso-II-Richtlinie bzw. des Trennungsgrundsatzes in der Bauleitplanung identifiziert und ihre Bedeutung aufgezeigt.

Abstract: International negotiations on the reduction of greenhouse gas emissions turn out to be ineffective more and more, which means that global warming is not very likely to be stopped in a manageable period of time. Therefore adaptation to climate change increasingly becomes an important topic in planning and decision-making. While the reduction of greenhouse gas emissions is a global topic, adaptation to climate change is an issue that necessarily needs consideration of local peculiarities. This research contributes to an understanding of thermal comfort, which is characterized by a strong spatial variation on a local level and therefore deserves an in-depth analysis within a framework of case studies. In general, this study seeks to create a repository of adaptation and mitigation strategies, out of Iranian traditional urbanism and adaptation activities performed in the Ruhr area. Since these strategies were mostly too broad to be covered in a single research, much delimitation had to be performed. Eventually two main groups of strategies emerged: One that focused on the thermal comfort situation of pedestrians and the second group that was dedicated to energy. Naturally, these two groups constitute the pillars of this research. This study, also seeks to explore the applicability of such strategies to the Iranian contemporary cities, particularly those with hot and dry climate around the central Iranian desert. To investigate the effects of the alterations in the urban fabric on the pedestrian thermal comfort, microclimate simulations are performed. Several factors of the built environment, such as the existence of balconies and urban vegetation, are introduced and their impact on the local microclimate is examined. Eventually, out of many possible scenarios performed, an optimized setting is extracted and studied for verification. Concerning the energy section, a cost-benefit analysis is performed to investigate the financial feasibility of the adoption of renewable energies in the current context of Iran. The results reveal that unless there is a massive change in the structure of governmental funding and investments in the renewable energy sector, it will not be affordable to the general public. Abstract: Nowadays, the Cultural Heritage Tourism (CHT) has been remarkably developed and regarded as a very important component of tourism industry in many countries and regions in the world. The Cultural Heritage Tourism development will firstly contribute significantly to the creation of employments and sources of income for the people. Next, it also helps the people to better understand the authentic values of cultural heritages and therefore, they will feel to be much proud of such cultural heritage which they are inherited. Furthermore, in terms of planning management factor, the Cultural Heritage Tourism development keeps a critical element in conserving and rehabilitating a lot of valuable historical relics, old houses and buildings, architectural buildings, historic city centres and so forth. In terms of the research problem, the study tries to respond the research questions such as: What are the potential impacts of Cultural Heritage Tourism in changing the identity, branding and the life of community for the localities?; What are important economic effects of Cultural Heritage Tourism to economic growth as well as to the significant revitalization for historic city centres?; What are major roles of public and private sectors in making essential investment for the Cultural Heritage Tourism development?; What are necessary and sufficient policies, programs, strategies to maximize advantages and to minimize disadvantages for developing Cultural Heritage Tourism?; What are proper solutions to minimize negative effects of urbanization process, natural disasters and other similar problems for developing Cultural Heritage Tourism?. Theories of Cultural Heritage Tourism and its impacts in social and economic values and spatial planning factor are studied to conceptualize the researcher questions and to design the research and proper tools for data gathering. The research design is the case study. A combination of quantitative and qualitative research methods is used in this scope of study, of which qualitative methods plays a key role in the analysis. Qualitative methods such as observation, questionnaires and individual and focused groups interviews are utilized to gather primary data and a mixture of documents, aerial photos, maps, reports, charts which are regarded as the secondary data collection method are used in this study with an aim of adequately analyzing the Cultural Heritage Tourism and its significance in social, economic values and planning factors. Quantitative method is also used to quantify the data in numbers and to measure the Cultural Heritage Tourism’s impacts in economic ways. The research process unveiled the results of an adequate assessment about the potentials of Cultural Heritage Tourism and how it contributes to the process of socioeconomic development and spatial planning management. A comparative analysis between the two study areas of Thua Thien Hue and Quang Nam is done to measure the potential impacts of Cultural Heritage Tourism in promoting the identity and branding of the localities. In another aspect, it reflects a better insight of socio-economic factor through several important indicators such as employment creation, income generation, tax, GDP and revenues. More important, the Cultural Heritage Tourism development also essentially brings in the rehabilitation of traditional cultural values such as historical relics, monument, and old urban centres. Main causes for the hindrance of the Cultural Heritage Tourism development are finally identified and are converted into the proper strategies and action plans. According to that, a set of the long-term strategy principles and the short-term action plans with specific activities and the actors as well as the financial sources for activities and/or projects implementation is also discussed. Abstract: The historical environment has always been a challenging problem in many countries. A growing number of regeneration initiatives have been planned with the concept and principles of sustainability in mind. Most of the proposals initiated have only focused on deprived historical Palestinian cities, ignoring small traditional quarters in rural towns and villages also suffering from decay. Recently, a new development has favored shifting the focus from regeneration of individual buildings to entire traditional quarters. Consequently, a pioneer project in Birzeit has raised the question of how far this recent initiative has introduced sustainable urban regeneration in the traditional quarter through providing sustainable responses to the historical environment, social and economic aspects as well as the community’s needs. This research is dominated by a qualitative approach and exploratory nature and also incorporates the quantitative method. It has employed an in-depth case study methodology. The empirical research involved using several mixed data gathering methods: interviews, mental mapping, structural observations and questionnaires. This research uses the theory of urban regeneration and also addresses other concepts. It has concentrated on identification and assessment of the planning process, the impacts of the regeneration initiative, the roles of different actors involved and their interests within the economic, social and cultural contexts in order to present theoretical issues involving sustainable urban regeneration. The main findings of the research revealed that adoption of decentralization in the planning approach as well as community participation are intrinsic and vital to the initiation of the regeneration process with positive and minute negative impacts. It revealed that the very notion of urban regeneration is not about roads, buildings and infrastructure, but it is about providing job opportunities, investment, social equity and a better quality of life. The existence and support of local community organizations, the presence of appropriate partnership of stakeholders and their commitment as well as the development of a sustainable community are all crucial to initiate sustainable regeneration processes in the long term. Nonetheless, another key revelation has emerged relating to the difficulties of integration of some uses into the community as they are out of the context and contradicts social values and the life style of the inhabitants of the traditional quarter. The research suggests the presence of positive impacts and outcomes from the various planning interventions to initiate of sustainable urban regeneration in the traditional quarter. Consequently, it concludes with recommendations relating to policies and practices. It recommends that a balanced partnership level between the actors and appropriate management of the local authority should be established by developing the planning, administrative and technical capacity. Further, the level of community participation and awareness should be emphasized and supported in addition to building their capacity and increasing their engagement in the planning process to establish a sustainable community that is self-confident and capable of making decisions for the future development of the quarter. Abstract: The study focuses on environmental impacts of abandoned urban areas and provides a solution to this problem through scientific methods. Many cities often suffer from lack of sustainable regulations and a successful approach to the urban development. In order to have a successful approach, urban regeneration might prove to be a valid solution for abandoned areas. However, cities still do not have a definite or proper solution for abandoned areas. Therefore, this study conducts a quantitative (Grid Based Model-Hierarchical Cluster Analysis) and qualitative (Strength-Weakness-Opportunity-Threat [SWOT]) analysis with a specific focus on potential solutions for Brownfield areas. The detailed study has placed emphasis on appropriate development for the cities. This practice of urban development has defined healthy and sustainable approaches to the cities. Various analysis techniques included within the newly developed model for abandoned urban areas should provide a more clear-cut sustainable development through new mechanisms. The method employed in the study could bring a new approach to the urban design application. This study includes comprehensive ecological, economic and social analyses through the method proposed as a solution for abandoned industrial areas. This approach extends as far as urban regeneration projects through spatial analyses. The purpose of this study is to explore and provide an approach to solutions for Brownfield areas. The embracing quantitative and qualitative methods contribute to a growing knowledge on the approaches to solutions for Brownfield areas. This scientific approach can lead to a detailed analysis of the issue. Abstract: Theories pertaining to spatial planning and sustainable development have magnificently grown during the second half of the past century and still witness increased rate of attention concerning the manifold aspects encapsulated by their subjects. However, both of these themes still remain underestimated and require further investigation and even augmentation when exploring areas of ‘political turbulences’ or ‘unbalanced powers’; in other words, regions of ‘conflict areas’. The development process in the conflict areas seems to depend ultimately on the scale and magnitude of power between the different contested groups, i.e. the ‘dominant group’ and the ‘weaker group’; where sustainability becomes very vulnerable, and if exists, belongs to the dominant group neglecting the weaker one, and even in many cases, exploiting the resources and opportunities of the weaker for the advantage of the dominant, resulting therefore, more marginalizing and social degradation. Hence, new arguments pertaining to sustainability in the conflict areas conclude that sustainable development in these areas can be considered as a ‘terminology game’ which does not resolve the older growth debate, but disguises it. Spatial planning in the conflict areas may shape fast-changing or dynamic spatial policies accompanied with irreversible physical layouts that create in many cases multi-dimensional challenges for inhabitants. Especially, for the indigenous residents when considered for one reason or another ‘a group of minority’. Therefore, clarifying the relationship between spatial planning, power and politics is a prominent issue in this doctoral research. Understanding this relation reveals the range of influence of politics upon planning objectives and role. Accordingly, it is a marvelous question to know if planning is an organic reflection of politics or not; as well as, to explore whether spatial planning, in the conflict areas, is used to mitigate or intensify conflict. Based upon theoretical framework, this doctoral research presents comprehensive set of interrelationships between the main parameters affecting the development process in the conflict areas, namely (space, politics, power and planning); these are interestingly elaborated and conceptualized by the researcher within referenced spatial context; i.e. Jerusalem (the case study). Moreover, the direct and implicit role and impacts of these relations were examined. The examination through logical framework (theory – analysis – conception) of the aforementioned parameters (in conflict areas) reveals a maze of dynamic interrelationships which outstandingly guide the development for the benefit of the dominant group. This doctorate research provides critical review for the role of planning whether it acts as ‘progressive’ or ‘regressive’ agent of change, especially in the conflict areas with unbalanced powers. In Jerusalem, it has been shown that power and politics are the major planning drivers which set out the development pattern and objectives. Abstract: Die Innenstädte als Handelsstandorte sind seit Jahren einem intensiven Strukturwandel ausgesetzt. Neben der Ansiedlung von Handelsflächen an dezentralen Standorten, stellen vor allem der Niedergang der Warenhäuser und die zunehmende Ausweitung des Online-Handels eine Herausforderung für den innerstädtischen Einzelhandel und seine überkommenen Strukturen dar. Aktuell verleiht die Expansion von Einkaufszen-tren an innerstädtischen Standorten diesem Veränderungsprozess eine besondere Dynamik. Einerseits besteht die Chance die mit der Warenhaus-Krise einhergehenden Attraktivitätsverluste durch die Ansiedlung von Einkaufszentren in den Innenstädten auszugleichen. Andererseits sind auch Befürchtungen durchaus berechtigt, die in der Ansiedlung innerstädtischer Einkaufszentren eher eine weitere Gefährdung für die Entwicklung der Innenstädte sehen. Vor allem die Standortwahl übt entscheidenden Einfluss auf Quantität, Qualität und Intensität der städtebaulichen Auswirkungen von Einzelhandelsnutzungen im Allgemeinen und Einkaufzentren im Besonderen aus. Folglich bildet eine - unter städtebaulichen Gesichtspunkten entwickelte - Standorttypologie den Ausgangspunkt, um Ursachen, Entstehung und Ausprägungen von durch Einkaufszentren hervorgerufenen Wirkungen nachzugehen und ihren Stellenwert in Stadtentwicklung, Städtebau und Planungsrecht zu ermitteln. Vertiefend werden Akteure aus Planung, Wirtschaft und Handel zu den eingetretenen positiven und negativen städtebaulichen Auswirkungen (ex-post-Perspektive) von 22 ausgewählten realisierten Einkaufszentren unterschiedlicher Standorttypen in NRW befragt. Da mit der Ansiedlung innerstädtischer Einkaufszentren ein ausgeprägtes Chancen-Risiko-Verhältnis in Bezug auf die Entwicklung der Innenstädte einher geht, werden die gewonnenen Erkenntnisse zu zwei planerischen Strategien verdichtet. Zum einen ein projektbezogener Qualifizierungsansatz, der vor allem die Grundlage bietet, potenzielle Risiken einzuschätzen und gezielt abzubauen. Abstract: Many cities in developing countries are confronted with many problems regarding their
physical structures. The efforts to overcome these difficulties arose from the political,
economic and cultural structural factors that preside over those countries. Iranian cities also follow this pattern of development. However, many of these cities lack the necessary research and scientific knowledge to determine a suitable path for development and planning.
Furthermore, policymaking does not rest on a basis of suitable fundamentals and information. Many plans in these cities have therefore led to unsuitable results and, rather than moving existing aims forward, have created new difficulties. Mashad, as the second-largest metropolis of Iran after Tehran and the third-most important religious city of the Islamic world, has a great development potential that should be correctly and properly applied. Essential to this goal is the availability of necessary
information about the history and regional and local characteristics of the city and, on the other hand, having enough knowledge about other developing countries’ experiences. Using this information and these analyses and tested theories, one can work towards a suitable development program for this unique city. Under this assumption, this dissertation has two main aims. First, the gathering of
documentary evidence and categorization of historic information about Mashad, especially in the physical field, and second, the production of a pattern for evaluating the degree of influence of factors that affect the physical evolution of cities and their comparison with each other. This would be effective in discovering the reciprocal relationship of these factors and could pave the way for applying urban experiments in similar future analyses.
With these aims, Mashad is used as the case study and Iranian and European cities as the
general comparative grounds for this study. Initial results show that effective factors on the physical evolution in Mashad have not only had very different conditions from European cities but also with other cities in Iran. For example, the main influence of political factors on the development of Mashad in all of historic periods and the gradual growth of this effect in Iranian cities versus the decreasing in this effect on the physical development of European cities is significant. At the same time, while social factors (with an emphasis on public participation) have continually grown in their effect on European cities, these show a
significant decrease in Iranian cities and especially Mashad over the course of history. This phenomenon can be seen in the lack of urban public spaces for social interactions within the core of the city. These different features fundamentally emphasize a need for new development planning specifically for this city.
The presented pattern for estimating the state of a city or cities in various historic and chronological periods and the comparative tables in this pattern prepare the grounds for analysis and produce several results, which are shown in detail in the dissertation. Abstract: The research treats one of the obstacles related to the management of heritage
buildings in the city of Al Salt, Jordan. Many buildings are vacant due to a situation
involving co-ownership which prevents achieving a consensus on decisions related to
the rehabilitation of the heritage context, and thus impedes the development
operations in the city. In parallel, authorities in Al Salt are not used to effectively
engaging stakeholders in problem-solving and planning for development initiatives,
due to the lack of knowledge of authorities about community participation, and the
awareness level of the local community.
The approach of the research relies on community participation through engaging
different categories, including authorities, buildings’ co-owners, non-governmental
organizations, donors, and professionals. The theoretical background investigates
literature related to the management of built heritage, community participation, and
management of co-ownership, in addition to national and international practices that
enrich the research’s approach.
Techniques of a high level of participation were used to explore the attitudes of coowners
and authorities toward the obstacle of co-ownership, arrive at a consensus on a
solution, and then develop a management plan for a pilot building. The management
plan considers international guidelines issued by reputable organizations, and the
research uses techniques of interviews, mini-focus groups, a consensus meeting, and a
participatory planning workshop. Management of co-ownership has been inducted and
found applicable through using cooperative associations and transferring shares of
ownership into shares in the association’s capital. Multi-purpose cooperatives were
proposed to co-owners of the pilot building, and then approved for their
appropriateness in solving the co-ownership obstacle.
For the purpose of supporting the proposed association, six representatives of more
than one hundred co-owners of the pilot building participated in developing a
management plan with other stakeholders. The plan included consensus on the
problem’s definition, and proposed functions inside the building. It also proposed
partners that might be interested in providing necessary fund.
Accordingly, the research has evaluated the participation process and developed a
community participation toolkit. The toolkit can be used by authorities and other
parties interested in handling participation activities with the local community in

Abstract: In order to find the possible uses of the traditional urbanism in solving the modern
urban problems, some of the contemporary urban problems that were likely to be
partly or completely solved were targeted in chapter 1. The two research questions
that were going to be answered were 1) which characteristics of the traditional
Iranian urbanism can we use to solve some of the modern urban problems of the
country? and 2) How can the effective traditional city characteristics be applied to
ease some of the modern problems?
Before studying the Iranian cities, the similar experiences in other countries and
cultures were considered. The neo-traditional trends, practices, and built
communities were discussed so that the nature of the research is determined. For
example it was explained how the compact and traditional urban form was used to
control urban sprawl in North America. Apart from the practical background, the
theoretical aspects were reviewed. These theoretical bases were the interactions of
built environment with urban transportation and environment.
Before starting the main body of the research, the previous researches on the
traditional urbanism including urban form, the main elements of the Iranian city, and
the historical views of the urban growth were discussed. Also some of the
neighbourhood infrastructures were described to make the foreign reader familiar
with the Middle Eastern urban architecture.
The main research methods that were used were direct observation, literature review,
and Space Syntax theory. The theoretical bases and applications of SS were
explained in chapter 6.
Two case study cities were selected to be studied; Yazd and Kashan that both are
located in the center of Iran. The studied cities contain a population of 400000 and
270000 so the results are generalized for the cities with the same range of population
in similar climates and geographical conditions. Such cities are mostly mid-sized
cities or small large cities in the south, east, and center of the country and also some
parts of the western provinces. The historical urban growth, population growth, the
typology of the constructions in the historical core and the new developments,
mobility flows in the new and old textures, neighborhood organization,
Neighborhood unit centers, and the hierarchy of the street networks of the two cities
were studied.
The first research question was answered by defining the main characteristics of the
traditional Iranian city. To answer the second question, solutions in form of general
strategies were discussed. Each of the suggested strategies can be implemented via
some practical ideas. The study was started by the following hypothesis: “There are
tips in the traditional Iranian city that have the capability to be used in contemporary
Iranian cities to improve the related conditions of urban transportation, environment,
energy use, and land consumption”. At the final stage of the work, it became
apparent that the hypothesis is true because the possibilities and circumstances of

Abstract: Der demographische Wandel führt zu einem Anstieg des Anteils älterer Menschen an der Gesamtbevölkerung
und lässt Fragen einer altersgerechten Gestaltung der Städte und ihrer Quartiere an Bedeutung gewinnen. Was
eine altersgerechte Stadtentwicklung ausmacht, welche Akteure hierfür verantwortlich sind und wie sich deren
Handeln beschreiben und erklären lässt, sind zentrale Forschungsfragen dieser Arbeit. Für ihre Bearbeitung wird
eine aufgaben- und akteursorientierte Vorgehensweise entwickelt, mit der Akteure und ihr Handeln untersucht
werden können. Den theoretischen Rahmen hierfür legen die analytische Governance-Perspektive, der analytische
Ansatz des akteurszentrierten Institutionalismus sowie Modelle und Erkenntnisse aus der akteurstheoretischen
Soziologie.
Der ausgewählte Forschungsansatz erfordert eine Auseinandersetzung mit den Aufgaben einer altersgerechten
Stadtentwicklung, die über die vier Handlungsfelder ‚Wohnen‘, ‚Unterstützung und soziale Integration‘, ‚Öffentlicher
Raum und Mobilität‘ sowie ‚Nahversorgung‘ operationalisiert wird. Basis hierfür sind insbesondere Erkenntnisse
aus der ökologischen Gerontologie zu den Wechselwirkungen zwischen der baulichen und sozialen Umwelt
und dem Leben älterer Personen, der sozialwissenschaftlichen Altersforschung zu den Charakteristika und den
Lebenslagen der ausdifferenzierten Lebensphase Alter sowie Studien und Modellvorhaben, die sich mit den Ansprüchen
und Anforderungen älterer Menschen an die Stadtentwicklung auseinandergesetzt haben.
Die Handlungsfelder werden durch unterschiedliche Rahmenbedingungen geprägt, die in Form von formellen
Institutionen und prägenden Entwicklungstrends herausgearbeitet werden. Die Rahmenbedingungen dienen der
Identifikation von relevanten Akteuren, bieten Erklärungsansätze für ihr Handeln und erlauben eine Einordnung
der Fallstudienergebnisse.
Kern der Dissertation ist die empirische Untersuchung von Akteursaktivitäten im Untersuchungsraum Bielefeld
mit Hilfe eines offenen und qualitativen Forschungsansatzes. Die definierten Handlungsfelder und Aufgaben
dienen hierbei als zentrale Aufmerksamkeitsdirigenten. Auf Basis von Dokumentenanalysen und leitfadengestützten
Interviews mit Expertinnen und Experten werden die vor Ort aktiven Akteure und ihre Handlungsansätze
untersucht. Der Schwerpunkt der Bielefeld-Fallstudie liegt dabei auf den Handlungsfeldern ‚Wohnen‘ sowie ‚Unterstützung
und soziale Integration‘, in denen ausgewählte Akteure und ihre Aktivitäten vertiefend betrachtet
werden. Die zentralen Ergebnisse der Fallstudie werden gegliedert nach den Akteursgruppen Kommune, Wohnungswirtschaft
und soziale Dienstleister aufbereitet. Nach einer Diskussion der Ergebnisse hinsichtlich ihrer
Übertragbarkeit, bilden sie die Grundlage für die Formulierung von Empfehlungen an die drei genannten
Akteursgruppen. Als generelles Ergebnis ist festzuhalten, dass viele private und öffentliche Akteure auf eine

interne Strukturmerkmale und die für einen Akteur tätigen Einzelpersonen lassen sich als relevante
akteursspezifische Einflussfaktoren benennen.
Den Abschluss der Arbeit bilden eine zusammenfassende Beantwortung der Forschungsfragen, ein Resümee zur

Abstract: Die vorgelegte Dissertation befasst sich mit den Möglichkeiten und Grenzen der "Nachhaltigen Entwicklung" und dem Umgang mit räumlichen und gesellschaftlichen Entwicklungsprozessen im Iran.
Das Thema "Nachhaltigkeit" wird zuerst unter dem Aspekt der internationalen Debatte erörtert. Hierzu gilt es, den Begriff der "Nachhaltigen Entwicklung" als Leitbild und das Handlungsprogramm Agenda 21 zu erklären, um auf dieser Grundlage die Situation des Nachhaltigkeitsprozesses auf lokaler Ebene zu analysieren. Am Beispiel der Stadt Arak wird untersucht, ob die Prinzipien der "Nachhaltigen Entwicklung" im Planungsalltag berücksichtigt werden und inwiefern das Handlungsprogramm der Nachhaltigen Stadtentwicklung auf iranische Städte übertragbar ist.
Zur Bewertung des institutionellen Bereiches wird der Stand der Nachhaltigkeitsdebatte in der Bundesrepublik Deutschland zum Vergleich herangezogen. Das Hauptaugenmerk liegt dabei auf der Bedeutung des Planungsinstrumentariums der nachhaltigen Stadtplanung. Über den Vergleich zwischen dem Stand der Agenda 21 in der BRD und dem im Iran werden - trotz der unterschiedlichen politischen, ökonomischen und gesellschaftlichen Rahmenbedingungen - das Niveau des Nachhaltigkeitsprozesses im Iran abgeschätzt und die Defizite identifiziert.
Die Forschungsmethodik umfasst Literaturrecherche, Datenerhebung, Ortsbegehung und Bestandsaufnahme sowie Interviews mit Schlüsselpersonen vor Ort. Bei den Interviews stellte sich heraus, dass die befragten Personen wenig bis gar keine Kenntnisse über die Prinzipien der "Nachhaltigen Entwicklung" besaßen. Daher ergab sich die Notwendigkeit, eine "Aktionsforschung" durchzuführen. Darüber hinaus wurde im Rahmen eines Seminares, einer Tagung und eines Workshops das Thema der Nachhaltigen Stadtentwicklung ausführlich behandelt.
Im Ergebnis kann festgehalten werden, dass der nachhaltige Entwicklungsprozess im Iran keine Kontinuität besitzt. Um die Nachhaltigkeit dort zu verwirklichen, müssen Wissenschaft, Politik, Planungsadministration und nicht zuletzt auch die Bürger an der Nachhaltigkeitsplanung beteiligt werden. Abstract: Die Arbeit untersucht das raumbezogene Planen in der Bundesrepublik in den Jahren von 1960 bis 1990 und seine Quellen. Sie bringt räumliche Planung auf den konzeptionell - instrumentellen, argumentgeprägten und leitbildkritischen Begriff.
Dies geschieht einerseits in Rückschau auf wichtige Bedingungen raumbezogenen Denkens in der Bundesrepublik Deutschland 1960-1990 (Kapitel 1). Gründung und Geschichte des Instituts für Städtebau und Wohnungswesen (ISW) als erste außeruniversitäre nach 1945 gegründete berufsbegleitende Fortbildungsstätte für Planer werden vorgestellt (Kapitel 2). Die zentrale Fragestellung lautet sodann unter Einbeziehung der ISW-Tätigkeit Wie entwickeln sich Konzepte (Kapitel 3) und Instrumente (Kapitel 4) raumbezogenen Denkens im Betrachtungszeitraum, als Hauptkategorien konzeptionell-instrumenteller Planung?
Der planungshistorische Rückblick geht andererseits weit vor das Jahr 1960. Das Wechselspiel zwischen vorrangig leitbildverhafteten und argumentativ - leitbildkritischen Vorgehensweisen der Planung (Kapitel 5), zeigt ideengeschichtlich, wie sich bei der Entwicklung von Konzepten, Anwendung von Instrumenten und ihrer wechselseitigen Koordinierung das argumentative Planungsmuster herausbildet. Dieses hat seinen praktischen Niederschlag im Abwägungsgebot des Planungsrechtes gefunden. Es hat nicht hinterfragbare Leitbildvorgaben abgelöst und ist Kern konzeptionell - instrumentellen Planens geworden. Planen wird gleichzeitig durch eine Verlagerung seiner Sachschwerpunkte von sozialen zu ökologischen Problemen und Konzepten geprägt.
Als Datenbasis dienten die in den Literaturlisten der Arbeit erfaßten Publikationen, die Bundes- und Gemeindestatistik, sowie die Programme, Tagungs- und Referatethemen des ISW. Die erreichbaren Veröffentlichungen von Freier Deutscher Akademie des Städtebaus (1922-33), Deutscher Akademie für Städtebau, Reichs- und Landesplanung (1934-45) und Deutscher Akademie für Städtebau und Landesplanung (DASL), als der Trägerin des ISW, wurden herangezogen. Außerdem konnte ich die im Bundesarchiv in Koblenz und Potsdam verfügbaren Hinweise auf die Tätigkeit der Vorläuferin der DASL, der Akademie für Städtebau, Reichs- und Landesplanung, von 1933 - 1945 berücksichtigen.
Die Kernergebnisse der Arbeit sind
1.) Räumliche Planung ist ein konzeptionell-instrumenteller Denkprozess. Sie beinhaltet ein aktives Moment (in erster Linie nicht als Ökonomie, Soziologie oder als Jurisprudenz, sondern) im Vorbereiten des Zugreifens - im Sinn von "Ermöglichen" und "Gestalten" von Nutzungen - seitens des die Planungshoheit ausübenden Planungsträgers und seiner Beauftragten auf bestimmte Flächen und Nutzungen sowie auf das Infrastrukturnetz zwischen Standorten und Nutzungen.
2.) Die in diesen Prozess involvierten Konzepte und Instrumente und ihre Entwicklung lassen sich für den Betrachtungszeitraum der Arbeit anhand des Themenmaterials der Veranstaltungen des ISW der DASL diskutieren.
3.) Den Planungsprozess kennzeichnet die Art der Vermittlung zwischen den verschiedenen Kategorien von Konzepten und Instrumenten bzw. innerhalb derselben und/oder zwischen den ihnen zugrunde liegenden verschiedenen Interessen; hier - unter Ablösung von Leitbild und Befehl - die Vermittlung durch Argument und Abwägung.
4.) Ideengeschichtlich ist Planung seit Ende des 18. Jahrhunderts Teil des anhaltenden Prozesses von Aufklärung und Gegenaufklärung. Dies verdeutlicht auch der biographische Anhang der Arbeit.
