Abstract: Der vorliegende Beitrag versteht sich als Beitrag zur aktuellen Debatte um Chancen und Widerstände der Arbeitspolitik. Dabei wird die Perspektive auf die Arbeitszeitpolitik als wichtigem Element der Arbeitspolitik ausgeweitet. Ein genauerer empirischer Blick auf die arbeitszeitpolitische Praxis in den Betrieben zeigt, dass neue Arbeitszeitregulierungen mit innovativem arbeitspolitischem Gehalt vielfältigen Umsetzungsproblemen in den Betrieben ausgesetzt sind. Die vielleicht wichtigste Voraussetzung für eine gute arbeitszeitpolitische Praxis im Sinne der Erhöhung der Autonomie der Beschäftigten bei der Arbeitszeitgestaltung ist eine Interessenvertretungspolitik der Betriebsräte, die auf die Förderung der Partizipationsmöglichkeiten der Beschäftigten abzielt. Diese Politik einer Ausweitung der industriellen Bürgerrechte kann zugleich die in der Debatte als Gegensatz eingeführten Konzepte der innovativen und der eigenständigen Arbeitspolitik versöhnen.
The paper is a contribution to the problem of labour policy currently debated in German industrial sociology. The problem is seen from the angle of working time regulation as an important element of labour policy. Empirical analysis shows that new forms of working time regulation which contain elements of an innovative labour policy are facing severe problems of implementation in the enterprises. It can also be shown that maybe the most important precondition for a good working time practice is the interest policy of the works councils. Innovative labour policy in the sense of an enhancement of working time autonomy of the employees has a good chance of success if the individual participation of the employees is regarded as an autonomous goal of the works councils policy. The policy of extension of industrial citizenship rights at the same time can contribute to the reconciliation of the concepts of innovative and obstinate labour policy currently discussed as antipodes.
