Abstract: Kleine und mittelgroße Unternehmen (KMU) gelten in der Öffentlichkeit häufig als sehr viel flexibler als die mitunter als `sklerotisch' und `überbürokratisiert' apostrophierten Großunternehmen. Diese Einschätzung ist hinsichtlich der Arbeitszeit-Flexibilisierung nur teilweise durch das vorliegende Datenmaterial gedeckt: So wird in zahlreichen (quantitativen) Studien auf ein vergleichsweise niedriges Niveau von Arbeitszeitflexibilisierung in den KMU hingewiesen. Dennoch dürften die Arbeitszeitstrukturen in der weitgehend durch Informalität geprägten Betriebspraxis der KMU insgesamt flexibler sein, als es sich in der Literatur mitunter darstellt. Gleichzeitig haben KMU aber auch mit spezifischen Problemlagen zu kämpfen, was die Einführung innovativer Arbeitszeitmuster betrifft: Unzureichende Organisationsstrukturen, mangelndes Wissen, mentale Vorbehalte bei den (Eigentümer-)Unternehmern und ein fehlendes systematisches Personal- bzw. Arbeitszeitmanagements.
Public, small and medium-seized enterprises (SMEs) are often thought to be much more flexible than large companies which often have the image of being 'sclerotic' or 'overbureaucratized'. This appraisal only partially corresponds with existing data on working time flexibility as several (quantitative) studies indicate only a relatively low level of flexibility of working time structures in SMEs. Nevertheless, because of the typically informal shop floor practices in SMEs, working hours probably are more flexible there than it is widely suggested in the literature. Despite this, SMEs still face specific problems concerning the introduction and implementation of innovative working time patterns: Unsufficient organizational structures, a considerable lack of knowledge, mental reservations on the side of the owners or managers, and a missing systematic personnel and working time management.
