Zur Wirksamkeit von Maßnahmen aktiver Arbeitsmarktpolitik

Abstract

Der Beitrag geht der Frage nach der Wirksamkeit der Maßnahmen aktiver Arbeitsmarktpolitik (ALMP active labour market policies) nach, die seit mittlerweile rund 20 Jahren als politische Strategie zur Reduktion von Arbeitslosigkeit eingesetzt werden. Im Zentrum steht dabei in Förderung beruflicher Bildung zur Erhöhung der Arbeitsmarktteilhabe. Ausgangspunkt bildet die Ausgabenentwicklung und -verteilung von ALMP in Deutschland und Europa. Daran anschließend werden die Probleme der Erfassung und des Nachweises der Wirksamkeit von ALMP skizziert und Befunde über die Impacts unterschiedlicher ALMP-Typen im deutschen und internationalen Kontext vorgestellt. Daraus lässt sich eine Reihe von Erkenntnissen ableiten, die als Voraussetzung für die Konzeption erfolgreicher ALMP gelten und Schlussfolgerungen für die Weiterentwicklung aktiver Arbeitsmarktpolitik zulassen.

This article addresses the impact and drift dimensions of active labour market policies (ALMP) which are being used to reduce unemployment for more than 20 years. The key issue of the contribution is the promotion of vocational education and training to increase labour market participation for individuals all over Europe. Therefore, as a first step I will outline the development of and spending on ALMP. Second, the difficulties in identifying and evaluating the impact of ALMP and current findings on their use in European countries will be discussed. Third, a number of conclusions will be drawn from these findings. They will finally lead to possible consequences with regard to the implementation of further successful and effective labour market measures. The contribution emerged from a project on continuing vocational education and training for older (low qualified) workers in cooperation with the Bildungswerk der Hessischen Wirtschaft and the Bundesagentur für Arbeit.
