Title: Possibility and problems of a cross- country comparative analysis of long- term care needs and systems: Germany and Taiwan in comparison

Abstract: In both Germany and Taiwan are facing the situation of growing ageing population and low fertility rate, besides, with the weakness of the household structure and the traditional care model has been changed, the comprehensive care system is urgently needed. With the mentioned demographic and social change, the long- term care service is regarded as a social right. It is widely accepted by the sociologists that the individuals and their families have to take responsibility to a regarded personal risk. Germany, as a traditional welfare state, after long- term discussion, in 1994, Germany has enacted Long- term Care Insurance, the quality of the whole care system become completely gradually. To Taiwan, we have already the foundation of National Health Insurance. As like in Germany, the structure is almost settled, however, the details will not the same in Taiwan. Through the multi- insurer system, base on the supervisory position, the government cannot directly intervene the system. The results of the diversification of the insurer not only have its own autonomy but also through the competition among them to improve the quality of care and provide more select opportunity. On the experience of Germany’s model will be an important blueprint to Taiwan no matter advantage or shortcoming. It still has a long way to go, nevertheless, we still hope this dissertation could provide some different thinking and useful suggestion to Taiwan.
